Our security company doesn't work for us full time. Our dues would have to be raised quite exorbitantly if we wanted to do that. Instead we've hired companies that employ officers in security vehicles who make periodic rounds through our complex. Currently we have a company that we pay to make the rounds 8 times a day. Their responsibilities are:

  • Patrolling the grounds to look for any suspicious activity and to provide a deterrent to crime and HOA rule breaking. (They make 8 rounds a day: 2 rounds from 7am-3pm, 3 rounds from 3pm-11pm, 3 rounds from 11pm-7am.)

  • To enforce parking restrictions: no parking in the fire lanes which includes all driveways/alleyways, permit parking only, 72 hour limit.

  • Responding to urgent security calls by homeowners if their rounds permit it (for all real security emergencies call the police or 911).

  • To inspect the pool every night after it closes (9pm).

Here's what security DOES NOT do:

  • They do not replace police officers so call the police first for criminal matters.

  • They do not have any control over the city streets--parking or otherwise.

  • They can't catch the 'sneaky parking people.' These are the people who parking spaces by wiping chalk marks off their tires, backing out and in to make it look like they left, or switching one car out for another immediately so another resident doesn't have a chance to park in that spot.

  • They do not take orders from residents who are not board members.

  • They do not handle domestic disputes inside units.

  • They cannot respond to every call immediately as they have to do rounds other places besides our community.

  • They can't fix all the annoyances you may have with a neighbor (nor can the HOA for that matter).

 

POOL/TENNIS COURT SECURITY

The Association uses an electronic key system for the pool and tennis courts and uses security cameras at both facilities. The pool is only for our residents and their guests that are current in all dues/fees and have no outstanding violations.  If you are not current on dues/fees/violations, then your key will not operate and you will not be allowed to use the pool or tennis courts. Children under 14 are not allowed to be in the pool or pool area without adult supervision. Children under 10 are not allowed to use the tennis courts without adult supervision. PLEASE DO NOT OPEN THE DOOR TO THE POOL OR TENNIS COURT FOR ANYONE UNLESS THEY ARE YOUR GUEST. If you do open the door for someone they will become your guest and you will be responsible for any damage or violations they incur. By letting in non-residents or residents that are not in good standing, not only are you subject to losing the use of the pool/tennis court/parking permit and are responsible for any damage incurred, but you may be opening up yourself and the association to potential lawsuits which ultimately translates into higher dues.

NOISE

Per the HOA’s rules conduct which in any way interferes with the quiet enjoyment of any owner’s respective unit is strictly prohibited.  (CC&Rs Article VIII, Section 7, LAMC 116.01.)

The Association’s “Quiet Hours” are:
Mon-Thurs: 10:00 p.m. to 7:00 a.m.
Fri-Sat: 11:00 p.m. to 9:00 a.m.
Sun: 10:00 p.m. to 7:00 a.m.

  • During the Association’s Quiet Hours, noise within their unit, garage, patio, or on the common area that may disturb the occupants of other units is prohibited.

  • During the Quiet Hours, residents are prohibited from playing any musical instrument, radio, stereo, television or cause any other noise at a volume level that would disturb any other residents.

  • During the Quiet Hours, please do not have gatherings in the garages, common areas, and patios.

  • If the noise from inside a unit can be heard from the exterior of the unit, the unit’s windows and doors must be kept closed during Quiet Hours.

  • No skateboards, scooters, or skates may be used during Quiet Hours.

  • Be courteous to others. During Quiet Hours please refrain from conversation or talking on cell phones on any portion of the common area or on adjoining sidewalks; Revving of car engines, honking horns, or playing loud music is prohibited. Please ask your guests to adhere to these requests.

  • Even outside of the Association’s Quiet Hours other residents have the right to quiet enjoyment of their respective unit and any excessive noise is not permitted. Noise levels must be kept below 80 dB (vacuum cleaner sound level) during non-quiet hours unless previously approved by the Board of Directors. This includes but is not limited to: loud music, television, construction, use of power tools, etc. Live music that can be heard from outside is not permitted in the garage at any time but may be allowed inside a unit during non-quiet hours if there is proper sound proofing so as not to be over 80 dB.


PARKING INFORMATION

Please park in your garage when at all possible.

Permit Parking
All parking on the common area is by permit only. Each unit is entitled to one parking permit that must be clearly displayed on the rear view mirror or dashboard. The permit may be used for a resident or their guest. Only units that are current with all dues/fees and have no outstanding violations will be issued a valid permit. If a unit becomes delinquent in dues/fees/violations, the permit will become inactive and any car parked in the Briarcliffe common area is subject to tow/violation. Even with a permit, vehicles are not allowed to be stored and there's a maximum limit of 72 hours. After that, security will issue a warning and the resident/guest has 48 hours to comply or the car will be towed. Vehicles without a valid permit are submit to immediate tow. Vehicles with handicapped placards are not exempt from having a Briarcliffe parking permit. Permit parking does not apply to the city streets (Shadyglade, Runnymede, Laurel Grove). The streets are owned by the city and not by Briarcliffe North Towne Homes. We recommend that you park in your garage whenever possible.

Firelane Parking -- Parking in the Driveways/Alleyways/Behind Garages/Front of Unit/Near the Units
    •    You are not allowed to park behind your garage or in front of your unit if the front is in the driveway and leave your car unattended. Except for designated parking spaces, the driveways/alleyways are fire lanes, including behind your garage door. Only brief loading/unloading is allowed and cars must not be left unattended while doing so. There is no grace period.
    •    Leaving your garage door open does not mean the car is being attended. Should you not adhere to this rule, your vehicle is subject to tow and/or a violation/fine(s).
    •    Unattended vehicles are defined as: a vehicle without an occupant in the vehicle or next to the vehicle.
    •    Please advise your workers, guests, and tenants as they are also subject to tow.
    •    Handicapped placards do not apply to fire lanes. Our suggestion, should you or your guests need parking, briefly stop near your unit, drop off your guest and then park inside your garage.
    •    If you return to your vehicle while it is in the process of being towed, you have a right to reclaim it immediately as long as it is still on private property. If, when you arrive, your vehicle has already been hooked up or loaded onto the tow truck but has not left the property, the tow truck operator will charge you for the cost of loading and unloading the vehicle. You will need to present keys or proof of ownership to reclaim your vehicle.
    •    If your vehicle has left Briarcliffe property, full towing costs may be incurred which are very expensive so we urge you not to leave your car unattended.

Street parking is under the jurisdiction of the city, not Briarcliffe North Towne Homes or our security company. Please do not park in red zones or in front of fire hydrants for the safety of our residents.
